 Abstract 

The subject of the study is the legislative aspects of modern territorial changes at the local level in France and Russia, the results of the implementation of legislative provisions in practice in order to identify the limits of the admissibility of comparative analysis of such reforms. The problem of finding parameters of admissibility of comparison of the system of territorial organization of territorial collectives in France with the system of territorial organization of local self-government in the Russian Federation is formulated. It is concluded that it is limited to compare the territorial status of communes and municipal units of rural and urban settlement type in the constituent entities of the Russian Federation. The conclusions allow carrying out in the future a correct theoretical, legal and practical assessment of the experience of modern territorial reforms in France in comparison with territorial transformations of local self-government in the Russian Federation.
